The scenario building and strategic planning of Taiwan's meaningful participation in the post-kyoto

The three missions in this project include: A.Build the international network of private-public partnership, analyzing the possible scenario of international negotiation and the participation way of Taiwan, enlarging the international work of climate change. (A)To build connection with important think tank in Europe and US, investigating the important issues of international climate change system and strategic scenario, and commanding the main topics of climate change development. a.Completed the analyse of possible trend of 「UNFCCC/Kyoto Protocol」in 2012and beyond. b.Completed the analysis of the possible development track of Long-term Cooperative Action (LCA) and the relation with Kyoto Protocol. c.Completed the analysis of standpoint and legal meaning of important countries or groups. d.Completed the analysis of the standpoint and strategies of important countries, groups, NGOs or international business. (B)To analyse the possible or the most flexible role of Taiwan from the views of foreign think tanks, and the future promotion way for the meaningful participation of 「UNFCCC/Kyoto Protocol」. a.Completed the analyse of the effect when facing the change of 「UNFCCC/Kyoto Protocol」. b.Completed the analysis of meaningful point or factors of Long-term Cooperative Action (LCA) and further commitment of Annex 1 countries. c.Completed the analysis of the barrier to enter the global carbon market, the possible legal status of Taiwan in carbon market and the effect to Taiwan when facing the carbon leakage regulation. d.The possible status, ability, legal status or the right we can declare. (C)To promote and participate in UNFCCC and its related side event: Participated two side events in COP17, and one side event in COP18. Also, with the help of the cooperated think tank, we have arranged the chief of Taiwan’s delegation participating in one side event held by HELIO international as a speaker. B. To investigate and frame the negotiation scenario and plan in the face of climate convention development. (A)The topics related to economic, industrial and trading barriers which Taiwan could face and the solution: completed the SWOT analysis of Taiwan in the face of different countries, and collected different idea of expert in this field to provide solutions. (B)Standpoint of Taiwan in promotion of the meaningful participation in climate convention: completed the standpoint of building incubation mechanism to bridge the GCF and developing countries. (C)The discussion point of predicating climate convention from NGO of private sector: analysed the rising role of NGO or private sector in the trend of climate change convention, and discussed the possibility to participate in the system of fund management. (D)Hold expert consulting meetings: Held six expert consulting meetings. C.Integrating related resources domestically and strengthen the division of ministries, and building the negotiation system and promoting it in related international meeting. (A)The analysis of negotiation predicament and opportunities: base on the experiences of past environmental negotiation case, completed the report of negotiation predicament and opportunities of Taiwan. (B)International negotiation manual: completed the international negotiation manual and analyse the negotiation strategies of china and US. (C)To hold cross-ministries consulting meetings: held six cross-ministries negotiation meetings. (D)Drafting the background paper and the content of interviews for bilateral meetings with important countries: Drafted the table of negotiation, in order to collect focused point and information of different ministries. Also, use the information analysed from past as the base to assist chief.
